On Thursday April 23, 2015, the defendant, Harrison R. HACKWORTH, age 54, of York, PA was arrested and arraigned on the following charges following a three month long investigation by the department.

On Wednesday 4/22,17 year old juvenile, Lymarie VILLAMAN-CANCEL, did not return home from Conestoga Valley High School.   Lymarie has not been seen or heard from since Wednesday.  Lymarie is described as a Hispanic female, 5-00 in height, 110 pounds, brown eyes, with long and curly multi-colored hair.  Anyone with information on Lymarie's whereabouts is asked to submit a tip on the ELTPD Website/Facebook page or contact ELTPDat (717) 291-4676.

On 4/22/15, Devin B. SHENK, age 19, of Lancaster, was charged with Possession of Drug Paraphernalia and Retail Theft at Kohl's department store.   SHENK concealed Kohl's clothing valued at $48.99 on his person and exited the store without paying for the merchandise.   SHENK was taken into custody and was discovered to be in possession of drug paraphernalia for injesting marijuana.   SHENK was charged with misdemeanor Possession of Drug Paraphernalia and summary Retail Theft.

On 4/22/15, Madeline EVANS, B/F/56, of Philadelphia, was charged with felony Retail Theft by ELTPD.  EVANS was seen leaving the Coach Factory outlet store at Tanger Outlets with a pair of shoes that she did not pay for.   When apprehended by patrol officers, EVANS was found to be in possession $1,369.00 worth of Coach merchandise, including one purse, four wallets, one sachel and a braclet.  EVANS was charged with felony Retail Theft by Officer Jeff Nickolas and was committed to Lancaster Co. Prison.

On March 22, 2015 at 0030 hours, Shippensburg Police witnessed a vehicle traveling on East Fort Street, a one-way street, in the wrong direction. Shippensburg Police then conducted a traffic stop in the 1st block of North Penn Street. After making contact with the driver, who was identified as David SCHWARTZ, officers administered Standardized Field Sobriety Tests on SCHWARTZ. Following the tests it was determined that SCHWARTZ was DUI and he was arrested. SCHWARTZ was charged with DUI General Impairment, DUI High Rate, and One-way Roadways. SCHWARTZ'S BAC was .130%.

Charges:

 Thomas CHAFFIN was observed by ELTPD operating a vehicle in a very erratic manner at a slow speed on New Holland Pike.   CHAFFIN was stopped and determined to be under the influence of alcohol.   Alcohol test result provided by CHAFFIN was 0.15% BAC.

On the above date and time, the below pictured subject entered the Sunoco A-Plus Store located at 1300 Mt. Rose Avenue and removed food from the display case on the counter and concealed it in his jacket pocket.  The suspect left the store and approached an unoccupied vehicle that was parked at the gas pumps and removed a cell phone from the vehicle. 

Incident Type:

Sometime this date, between 05:25 and 08:15 the victim's vehicle was struck by a hit & run driver.  The victim's vehicle, a 1999 Mercury SUV, blue in color was struck on the driver side mirror while legally parked and unattended.  Damage indicates it was struck by a northbound vehicle, possibly another SUV or pickup truck.  Anyone with information is asked to contact Shippensburg Police at 717-532-7361.

A vehicle legally parked at 65 West King Street was struck by an unknown vehicle between the hours of 5 P.M. and 5:30 P.M. Anyone with information can contact SPD.

On April 16, 2015 Shippensburg Police were called to the rear parking lot of the Shippen Hotel at 32 East King Street. An employee found a dog walking around without a collar. The dog is a female, black and white in color, medium size dog. The dog was taken to Cumberland Valley Animal Shelter (5051 Letterkenny Road Chambersburg, PA) They can be contacted at 717-263-5791 during business between 0800-1600.

ELTPD attempted to stop a male operating a motorcycle for speeding in the 2300 blk of Lincoln Highway East.   The operator failed to yeild and accelerated after emergency lights and siren were activated.   The operator continued to flee onto secondary roads in an attempt to elude police.   The operator was eventually stopped in the 400 blk of Gridley Rd.    The opertor was identified as Robert SHOEMAKER and was taken into custody.   &nbsp

Case Status:

On Thursday April 23rd 2015 there were two or more instances where homes were entered or entry was attempted, in or around the Penbrook area.  These incidents happen during daylight hours.  Residents in the Penbrook vicinity are asked to be attentive to any one suspicious and call police dispatch at 717-558-6900 if they see something unusual.

ELTPD responded to a discovered overnight burglary and theft from a room at the 1722 Motor Lodge.   Sometime between 11:00 pm and 7:00 am an unoccupied room was forcibly entered by shattering a window to unlock the room door.     A Emerson 32 inch television, a microwave oven, (4) pillows, a bed comforter and (2) lamps were stolen from the room.   Loss is estimated at over $700.    Anyone with information is asked to submit a tip or contact East Lampeter Twp Police (717) 291-4676.

At 6:47 pm, Tuesday, 4/21/15, an unknown White male driver brandished what appeared to be a black handgun at another male driver during a road rage incident.   The victim had turned onto Greenfield Rd southbound from McDonald's and was immediately tailgated by the suspect.   The suspect then passed the victim while waving the handgun and yelling at him.    The suspect is described as a White male, 45-55 years of age, wearing a black shirt and driving a black sedan, possibly a Honda.    Anyone with information is asked to submit a tip or
